Scavengers were designed to fill up with scrap they collect. Appel pointed out a while back that this doesn't work in 1.3.
Well, it "works" in 1.3, but the visual indicator is just gone.
This discussion is laughable really. Making 30 scavs? Non-sense. Someone clearly skipped the class on Scrap-Management-In-BZ2.
The aim of the game is to win the opponent, and you can do that more easily by having advanced units and weapons (sabres or chain). So, you NEED to build up your base, advance the tech tree. You don't do that while you're pumping out 30 scavs, LOL.
Good scrap-management is more about good timing than it is about making whole lot of scavs and hope for the best.
With just 1-2 scavengers you can do more than with 10 scavengers! You have to use it right. Here's a tactic I sometimes use (even on one pool):
1. Upgrade base extractor
2. When scrap-bar reaches 20, build empty-scout. Once it fills up to 20 again, cancel it, and you'll be at 35-40.
With just this you'll be able to build power or turrets if you need more defense. And once you need 55 and 60 for factory and armory, then do this:
3. Build 2 scavengers, keep them on the rec pad (using hold). Then do #2. Then recycle the scavengers, and your scrap-bar jumps to 55-60, sufficient for either factory or armory.
So, with just 1 pool, 3-4 recycled scavengers, you can out-tech your opponent much quicker. By the time you have a full base up, the other guy is still making his 15th or 20th scavenger.
In short, KNOW THE SCRAPBAR and the techniques you can use to make it go up!!
