It seems you're right... I've tried to replicate it but I can't, nonetheless he got those turrets in there perfectly somehow.

I've seen people deploy rattlers inside of recyclers before. If you order the turrets to the sides of an already deployed recycler, they will sometimes go on top of the recycler and sink through when deploying, acting as permanent recdef. They are unkillable due to being inside of the recycler's geometry.
I can't recall now if this exploit is possible in 1.3. If this is the case, its often a good idea to get the IP. People DO cloak as other people on occassion. I've had Tom cloak as me before.
EDIT: Have tested and verified that this exploit is still possible on PB5.1.

There absolutely is. 'Stuff in stuff' is a gameplay tactic which has been banned in 1.2 strats. However MAX is mainly a 1.3 player and may not be familiar with our rules. I will talk to him.

Until it is fixed it is pretty much fair game or host's rules.
Don't listen to me since I am biased due to playing Tribes where if you don't clip, your defense gets erradicated very quickly. Avatar I could use your input here!

Flare bombing is a generally accepted tactic amongst the majority of seasoned strat players, for a number of reasons (which I will not get into here). The less experienced you are at strat games, the more things will seem unfair to you. Most tactics should possess counter tactics -- however there is no counter tactic for stuff-in-stuff. If the gameplay attitude of the majority reaches the point where stuff in stuff becomes accepted, then it would cease to be a problem (unless forbidden by host prior to game launch)

We've had balance discussions before (some of which are the largest topics on here) and the outcome has always been that balance is good as it is. See here.

The only crafts that can equip and use solar flares well is fullscouts, this usually means stock scion scouts or modified ISDF scouts. Stock scion scouts are by default disadvantaged vs stock ISDF full scouts, so the fact that they have solar flare gives them a bit more of an advantage, and incentive to hunt down every single scion fullscout on the field. Equipping the ISDF fullscout with solar flares means that you are not equipping them with phantom vir, so they have no resistance vs shadowers. Commanders rarely equip scouts with flares and will usually do away with them ASAP. I've had my rats flarebombed before, not fun, but its still preventable by using more than one turret, as well as intercepting the incoming craft. Moses isn't just a vet, he's an elite vet. Any tactic he uses against you will be overpowered.

Could be either balance or exploits. Exploits are not considered in balance, since players are trusted to be good and to not use them. Which invariably doesnt work.

Another extremely annoying recent phenomena is people LEAVING ALL THE BLOODY TIME!
for some servers i can see a ping in the 'pick a game' shell but in the 'pick a ship' when i type /pinglist it shows all the pings as N/A. so if i enter those games i will just make them lag. So if you see me join into your game and then leave that is why I do it.
